MODERN REQUIREMENTS FOR ASSURANCE OF THE EDUCATIONAL QUALITY AT THE UNIVERSITIES

The most important vector of the Bologna Process is to develop the principles and practices of quality assurance that is reiterated in Yerevan communiqué [1].

Analysis of the European standards of accreditation agencies and their comparison with the Kazakh practice shows that the structure and criteria for evaluating educational programs in the accreditation standards of the leading agencies in the Republic of Kazakhstan (Narra and IQAA) is completely consistent with the requirements of European quality assurance standards [3,4]. In 2015, the European standards have been revised in order to achieve greater clarity, applicability and usefulness, most importantly, it is necessary to adopt those standards at the Kazakhstani universities.

The main trend in the field of quality assurance in higher education is the shift from external control toward the inner self of the university on the basis of a model of quality assurance.

We have developed a model of the system of the internal quality assurance of the university taking into account the current requirements and this model has the following characteristis:

- Intensification of the educational process on the basis of wide application of modern teaching methods and advanced information technologies;

- To promote and to encourage innovation in teaching focused on student learning environment;

- The flexibility of educational trajectories of students;

- Independent evaluation of the quality of training;

- Strong links with employers;

- Assistance with employment for the graduates and assistance throughout their working lives;

- Sociological research aimed at identifying problem areas and developing strategies to address them;

- Quality control of the resources used in the teaching process.

Results of the study are the following:

- Revealed developmental tendencies and regularities of the internal quality assurance as bases for external evaluation of the university;

- Revealed the essence of   internal quality assurance of the university as an opened, self-development system;

- A system of quality assurance in the university should be focused on compliance with the standards and criteria of the national (international) accreditation, which will improve confidence in the quality of higher education and adhered by;

- The main methodological principle of creation, functioning and development of the system of quality assurance is to ensure that the content, methods, forms of organization, teaching aids, educational resources and quality policy objectives of the university, the implementation of a systematic adjustment of educational programs are at the demand of the labor market.
