THE GENERAL FORMS OF SPORTS AND PHYSICAL ACTIVITY IN THE STRUCTURE OF REGIONAL INTEGRATED SYSTEM OF PHYSICAL EDUCATION OF CHILDREN AND YOUTH

On March 13, 2013, the sports educational center "Sambo-70" held a conference entitled "The discussion on the development of the system of physical education and sports of children and youth", chaired by the President of the Russian Federation V.V. Putin. The President said that in the 21st century Russia there is a situation when physical education still lies on the outskirts of the educational process, it fails to compete for children and youth leisure, yields before television and the so-called sedentary lifestyle.

Concerning this, the President has called to reconsider the approaches to physical education and to build a new interdisciplinary, effective and modern system.

This situation describes the primary problem of the physical education system modernization not only as a theoretical one but also practical.

The following is a list of drawbacks of the current system of physical education discovered during the poll conducted in Saratov region in 2012.

  1. 52 percent of school students and 49 percent of students of higher education institutions have completely no interest in physical education and sports. 54 percent of the respondents are young men and 35 percent are young women. 86 percent of young men and 74 percent of young women expressed no desire to participate in sports or fitness activities.
  2. 54 percent of respondents have given the following reasons to neglect physical activity and sports: exhaustion, laziness, unwillingness to exercise. 57 percent of young men and 52 percent of young women submitted this opinion.
  3. Computer entertainment has proven to be the most prominent choice of leisure for children and youth - 24,5% (young men - 26% and young women - 23%), television has taken the 19,5% (young men - 19% and young women - 20%), attendance of sports clubs and extracurricular courses - 13% (young men - 14% and young women - 12%).

The work on correction of the current system of physical education has begun in Saratov region.

New events for promotion of sports and healthy lifestyle for school students, foster children, persons with disabilities, teachers, higher education staff and parents are being conducted.

New sports and fitness clubs are being opened as parts of general and higher education institutions.

Saratov region participates in the «SpArt» program which is currently supported by 30 areas of the region. The «SpArt» program features approximately 50 annual summer camps for children and youth.

The further education institutions conduct seminars discussing the means of effective implementation of new forms of sports and physical activity in the structure of regional integrated system of physical education of children and youth in order to strengthen the level of training of specialists.

The analysis of crisis situation in the system of physical education conducted in collaboration with professor Stolyarov V.I. in 2012 and 2013 has shown that for the system of physical education in order to function and develop effectively in modern circumstances, the multilateral social requirements, interests and needs of different social groups and specific implementation conditions must be considered. The system of physical education must integrate the three core components of the education process: the bodily (somatical), the physical (moving activity) and the sport-oriented education [1].

The general forms of sports and physical activity in the structure of regional integrated system of physical education of children and youth should be formulated in order to be applied to different social and demographic population groups, on different stages of personality formation and development, on different levels of education, etc. It is important to consider different organizational forms of implementation for different destinations of education process, problem-solving methods, usage of forms and methods of integrated physical education (for instance, in educational institutions, this task should be achieved with both regular training sessions and extracurricular sessions) [2].
