CRISIS MANAGEMENT OF SOCIO-ECONOMIC DEVELOPMENT OF RURAL AREAS AND ITS IMPACT ON THE COMPETITIVENESS OF THE AGRIBUSINESS ENTITIES

Despite some positive changes in the socio-economic development of rural areas in recent years, it generally characterized by overt instability, posing a threat to food security, the overall national security of the state because of its multi-load, cause the low competitiveness of agribusiness entities.

Leading role in ensuring a high level of quality and development of rural regions plays competitiveness of the agricultural sector of the economy [1]. Develop strategies to improve the competitiveness of the agricultural sector, manufacturers aim to achieve effective development of agribusiness opportunities while maintaining the material and social support as the living and future generations [2].

Russian village is undergoing a systemic crisis, manifested in the deterioration of the demographic situation in rural areas, rising unemployment, declining quality and standard of living of the rural population, competitiveness of agribusiness entities. The functioning of social facilities and engineering infrastructure underfunded, reducing their number and the competitive advantage of agribusiness entities. The main part of the rural housing and industrial facilities poorly equipped communications. The existing rural road network does not meet modern requirements.

Differentiation and quality of living conditions in urban and rural areas is the result of a lower level of efficiency and competitiveness of the agribusiness entities and the main obstacle formation of socio-economic conditions for sustainable development of rural areas.

Rural crisis caused by the inefficiency of modern system of management of rural areas and agricultural policy, except for agriculture among the priority sectors of the economy.

Terms of competitiveness of the agribusiness entities, incomes developed the worst compared to other areas of the economy. Lack of cohesion policy the standard of living in urban and rural areas enhances the development of the rural crisis. Unfairly undervalued social spending in the national economy and the rural sector in the state budget put the development of rural areas under threat. Using only internal sources of development makes it difficult to create conditions for sustainable rural livelihoods and competitive advantages of agribusiness entities.

There is a problem of lack of information, which is experiencing the villagers, and decision makers. The fight against poverty is a strategic goal of national importance, but completely lacking statistical information on rural poverty, the share of rural residents in regional and municipal sectional income and resources are below the poverty line.

The elimination of these negative trends should make a basic platform strategy for sustainable livelihoods of rural areas, improve the competitiveness of agribusiness entities and specific programs of branch and interbranch character developed on its basis.

Analysis of the crisis trends of rural areas requires immediate action in the field of public policies related to their development and competitiveness of agribusiness entities. The village as a socio-economic system has an important social function, and therefore the further deepening of the crisis could trigger a manifestation of the risk of maintaining the territorial integrity through loss of social control over large areas, the risk of worsening social conditions in rural areas, increasing competition in the labor and housing markets in the background and exposed to the risk of reducing the competitiveness of agribusiness entities.
