PROFESSIONAL EDUCATION AS the FACTOR of OPTIMIZATION of EMPLOYMENT IN HOTEL SECTOR of ECONOMY

At the beginning of the XXI century occur basic changes in society, its ideology, economy, and that number in the sphere of work and population employment. Transition to on-stindustrialnoy a public and economic paradigm is accompanied by movement of a large number of a manpower from production sector in service trade.

Rather intensive development of service trade and in Russia is accompanied by inflow of the occupied from agrarian and industrial sectors of economy. Important constituting service trade the tourist industry which rates of development caused accurately planned tendency of double increase occupied in each five years is. The corresponding rates the hotel sector which offers tourists a hospitality range of services develops: placement, food, entertainments, etc.

For 2009-2012gg. the number of hotels and similar means of placement increased in the Belgorod region with 42 to 88 units, number of the guests placed in them with 169,9 to 196,1 thousand people, and amount of the rendered paid services - with 502,9 to 700 million rubles [2] that witnesses about increasing extent of direct employment of the population of area in tourist hotel complex.

However, in addition to a quantitative assessment of impact of tourist and hotel sector on employment, importance has the high-quality analysis, allowing to consider the nature of employment, features of its nature and structure:

  • seasonal fluctuations of amount of employment and labor loading of the personnel;
  • high share of low-paid, partially busy and temporary workers in comparison with other sectors of economy;
  • tendency to irregular working hours, lack of work and reliability of the income and, as a result, high staff turnover;
  • high elasticity of working hours that allows workers to combine career with achievement of other vital purposes, in particular, with obtaining or education continuation;
  • considerable specific weight of unskilled employees, low performance of work;
  • prevalence of the female labor, which share in the world exceeds 50%, and in the Russian hotel and restaurant business hesitates from 60 to 85%, etc.

In conditions when quality of hotel services directly depends on professionalism of the personnel, and development of modern technologies demands from the specialists occupied in this industry, new abilities and knowledge, and also creates new, earlier not existing working line items, an important factor of efficiency of functioning of hotel sector of economy is availability of professionally prepared workers. With respect thereto today to the forefront there is a need to consider features and new tendencies of functioning of the sphere of hospitality in case of determination of a set of professional competences of specialists and forming of complete programs of their preparation in educational institutions.

Formation of the highly qualified specialist in modern dynamic conditions requires active involvement of all system of professional training, use of innovative technologies of the training, allowing to develop the professional kompektention of future specialists oriented to individual development, activization of creative thinking of students. The today's employer into the forefront makes demands of readiness of graduates to the solution of specific practical objectives. With respect thereto need of strengthening of a professional component of service education increases. For this purpose it is necessary to use innovative approaches - carrying out exit occupations based on objects of the industry of hospitality, master classes, involvement of practical workers to reading special disciplines.

In the conditions of the excess supply of labor power development of communications of professional educational institutions with the organizations of hotel sector for the purpose of assistance of the organization of practice of students with possibility of their poslekduyushchy employment is staticized. Taking into account specifics of this professional sphere actually adjustment of contacts with foreign professional educational institutions, accounting entities concerning international cooperation, training, professional and academic mobility. Training of future specialists, if necessary, teachers of special subjects as new technology is implemented based on specially developed praktiko-oriented programs of the exit practical training which organization is integrated to accomplishment of specific labor functions of future professional activity of students in structure of professional and practical preparation in really operating educational process.

As the important direction of enhancement of staffing of modern hotel business additional professional education [2] which on the one hand - helps to reach competitive benefits in the sphere of use of new technologies, marketing of the hotel market, improvement of quality of servicing, identification and development of management skills acts, and with another - allows to provide the guaranteed employment of employees owing to ownership of numerous skills.
