THE STUDY CONCERNS THE FORMATION OF INNOVATION CLUSTER FORMATION IN THE REGION

In the current context of economic environment for innovation cluster approach is used as one of the most effective innovation-oriented mechanisms for the structural development of the national economy.

Clusters are primarily regarded as a social concept , as they are formed in the community of persons or organizations with certain related economic interests , are aimed at enhancing innovation and as a result of the strengthening of the capacity for competition, including in the international market.

Attention is drawn to the fact that the clusters are formed, expanded, deepened under the influence and depending on changes in market conditions and infrasredy, but at the same time, with adverse effects of factors and conditions, they may eventually congeal and subsequently decay. Such dynamism, adaptability and flexibility of the clusters, in our opinion, is one of the advantages over other forms of organization.

The presence of competitive innovation - active enterprises, provision of regional competitive advantages for the development of the cluster, innovative team, the links and interactions between participants in clusters and other components are the principal characteristics of the cluster model developed structure of the regional economy.

As a result, the active use of the systems approach, targeted program and project management techniques to the solution of the mentioned problem and constructive cooperation with the various regional institutions and an active population of Belgorod region is one of the developed regions of the country.
In the Belgorod region are three groups of regional clusters.

The first of these are clusters in traditional sectors: mining and metallurgical, construction, agriculture. In these sectors, achieved significant results, they provide the bulk of the produced in the gross regional product - 57 % percent - and make a significant contribution to the economy of Russia. In particular, the active development of mining and metallurgical and building clusters. belgorodchine ranked first in the country for the production of pork and poultry in agricultural.

The second group is developing clusters: engineering, tourism and recreation, transport - logistical , social multi- cluster. They produce 17% of GRP.

These clusters have a relatively high level of development, and human resource capacity and do not require large-scale financial support from the state.

The third group includes forward-looking innovation clusters . This biotech cluster, the cluster of nanotechnology and information technology. Their development has a direct impact on the production of innovative products, which makes up 2.5 percent of GRP. It is this group of clusters to the greatest extent in need of support at different levels of government, the more that these areas identified in the strategy «Innovative Russia - 2020» as a breakthrough innovation.
Thus, regions, including the Belgorod region, in which the clusters are formed, become innovation.

It is safe to say that a number of promising directions for works enough experience of successful projects and introduction of modern training programs should have an implementation of products and services both on the intraregional market and outside the region, etc.
