The main directions of agricultural development strategy of a region in modern conditions

Innovative reforms in all spheres of regional agriculture business activities are an important component of the development strategy of regional agriculture. Emphasis should be given to accelerating the pace of updating the material and technical base of agriculture through the use of scientific and technological progress, non-waste technology, deep processing of agricultural resources, contributing to increased productivity and efficiency in the use of production assets.

The first of the directions is the development and implementation of a strategy of innovative renewal of the reproduction process in the agricultural sector and thereby ensuring the competitiveness of strategic goods that will ensure the development of the agri-food sector. Ensuring sustainable competitiveness of agriculture on the basis of innovation, the government needs to revive a long-term strategic planning primarily of indicative type , at the same time rejecting bureaucratically centralized planning form, taking everything valuable from the experience of foreign government support.

The second strategic direction of government support for agriculture is the development and implementation of agricultural production on the basis of maximizing the potential of stability of territorial biological systems and climatic conditions, i.e., encouraging the intensification of agricultural production in Russia and its regions.

The third prior direction of activation of government support of the agricultural complex is promoting the integration of business structures of agriculture in the system of market relations through economic forms, methods and instruments of regulation to guide them to the production of competitive goods and to achieve sustainable competitive advantage in the national and international food markets.

The fourth key area of state operation of agriculture is to create conditions for sustainable material and technical maintenance of its structures focused on adaptation to natural and climatic potential and the market economy through innovative upgrade of its technology base.

The fifth strategic direction of formation of the system of state support of agriculture is comprehensive support of a system of large, vertically integrated structures. With the help of corporations provided a systematic acquisition, allocation and management of financial and material resources for the reproduction of the finished product.

The solution of this problem is directly related to the structure, organization and the level of development of regional agriculture. Therefore, the strategy of further agricultural reforms on the way to its stabilization and development should include the revival of the agricultural co-operation , support and agribusiness corporations, the creation of clusters.

Under these conditions, it seems appropriate to build the strategy of development of agribusiness in the region in terms of the cluster approach, driven by the need to improve the economic efficiency of its operation and the choice of a competitive model that allows maximum use of the economic potential.

Objectively, the further development of agriculture through intensification, modernization , restructuring, reorganization and , in general, a transition into modern industrial base can only be achieved if the accelerated formation and active functioning of a modern business sector in the structures of regional agriculture.

An equally important element in the strategic management of agribusiness development in the region is the variant forecasting of the expected results of regional economic development in the medium and long term. Anticipating possible results of the economic structures of the regional agriculture and possible changes in the socio -economic situation in the region is a key phase of the process of the development of the strategy for this complex. The main objectives of forecasting of the development of regional agriculture are to reduce uncertainty in the views on the future of this area of management and to select the most rational development directions of the possible options.

Thus, the strategy for the integrated development of agriculture of a depressed region of agricultural specialization in the transformation of organizational and economic relations is a complex, multifaceted, multi-level problem. Its solution lies in the harmonious coordination of sectorial and regional interests in the implementation of targets of regional economic policy.
