Stable trend in the development of services capacious economy led to a restructuring of the business, not only developed countries but also the structure of the national systems of vocational education. Namely, significantly increased the number and proportion of college graduates in areas of humanitarian and economic profile, and accordingly declined in technical disciplines. Over the past ten years the issue "technicians" in Norway, Holland, Japan and South Korea fell by an average of 10%. Council for Human Resources competitiveness of the U.S. President is concerned that China together with India engineers prepare to 12 times more than the Americans [1].
The consequence of these changes is the imbalance of the labor market, where there is a surplus of economists and lawyers and a lack of engineers. For example, in the domestic labor market offer managers at various levels exceed demand by more than a factor of 2 lawyers - almost 2 times, economists - by one-third [2]. In the near future the situation will continue, developed by the Ministry of Education of the Russian Federation projected needs of the domestic economy in frames up to 2015, the number of college graduates in this period will exceed the needs of the economy of 365 million people by the directions of the " humanities", "Economics and Management" [3].
Prerequisites deficit engineering and technical personnel in Russia began to take shape in 1990, when, on the one hand, there was a sharp decline in production in the real sector of the economy, and on the other - the diploma of engineering education has lost the social and economic value due to the low wages and high responsibility of engineers, as well as learning difficulties in engineering fields and professions.
By the early 2000s, the labor market began to be felt drawback, at present formed a clear shortage of specialists in the sphere of production and maintenance. Recruiters domestic companies have pointed out that to find the vacant positions of designers and engineers, today is difficult .
The deficit of the engineering staff is a major problem for Germany. According to research by the Union of German Engineers (VDI) and the Cologne Institute for the German Economy (IW), remain vacant more than 100 thousand positions for engineers. The lack of the latter raises concerns in relation to key sectors of German industry - mechanical engineering, electrical engineering, the automotive industry and in the manufacture of telecommunications equipment. Representatives of the Silicon Valley start-ups say that the most serious problem faced by them after the find funding - lack of qualified personnel. This limits the ability of corporations to innovate. As of March 2013, only five separate companies - IBM, Intel, Microsoft, Oracle and Qualcomm - have in the United States 10,000 vacancies [5].
The study of publications and documents devoted to this problem can be called the possible solutions. Universal economic lever to raise interest in the engineering profession is higher pay. Already, salaries of engineers in Germany increased by an average of 20 % faster than in other industries that are attracted to technical colleges additional applicants [5].
Solve the problem, in our opinion, will also contribute to strengthening the interaction between employers and educational institutions in the following forms that have proven effective in practice:
1. opening of "corporate universities" that will help determine the real need of the economy in the engineering staff;
2. building human and technological alliances (CAT) employers, academic and educational institutions;
3. the establishment of industry educational resource centers that will form the infrastructure of the education sector by integrating the interests of a particular sector of educational institutions and their social partners. The successful experience of the industry associations to develop vocational education is the UK, where to date created more than 20 such councils.
In Russia, the situation is aggravated by the fact that the country formed an innovation economy requires highly skilled engineers and technologists. The urgency of the deficit of engineers recognized at the state level. In Russian Presidential program adopted advanced training of engineers for 2012-2014, which will determine the outcome of the situation in the years to come.
