SYSTEMS OF THE INTERNATIONAL CERTIFICATION OF HIGHER EDUCATION INSTITUTIONS AS ADAPTATION INSTRUMENT OF THE BOLOGNA AGREEMENTS

Consolidation of efforts on adaptation of the Bologna declaration’s principles to conditions of Russia is especially actual now. According to monitoring of the Ministry of Education and Science of the Russian Federation every fifth Russian higher education institution, which have provided data, has inefficiency signs (for example, difficulties with employment of graduates, weak international relations, absence on training of foreign students, small representation of publications and its low quoting in the international leading magazines, etc.).

Higher education institutions are often limited to transfer of knowledge and interaction with region/branch, without showing of innovative activity. The Russian universities often have no international recognition. They are characterized by low indicators in world ratings, insufficient integrating into the international educational and scientific space. It limits competitiveness of the Russian higher school in the world market.

To enter the international level of competitiveness the management of higher education institution needs the strategic vision of perspectives (the purposes, means, methods of their achievement, necessary resources – personnel, financial, material, etc.), choice of the foreign target markets and their segments, assessment of competitors and external economic opportunities, identification of export potential.

The international systems of the university certification is the tool of diagnostic audit of the higher education institution’s quality system [4]. It can give a new impulse to development on the way of formation of available, qualitative and competitive educational system in Russia. The recommendations and comments of experts can help with drawing up the strategic plan for the development of the university.

There are many systems of the international higher education institutions’ certification, for example the international educational community of «iSTARcase» (International Scientific and Technical Advanced Research Center), network of the International, European and Russian academies of Natural Sciences and others.

In general, the systems of the international certification of higher education institutions allow the Russian higher school to cooperate with various international education and scientific organizations and leading universities of the world, to sign contracts and agreements on student’s exchange [3], academic mobility of the faculty members [1, 2, 3], to participate in the international seminars and conferences, to have the opportunity to get the international educational grants, to develop international relations that will lift the international authority of higher education institution and the country, make diplomas of Russian universities recognizable in the global educational market.

Graduates of the certified higher education institutions have the opportunity to get not only a degree, a diploma, but also worldwide recognized International Certificate in English and Russian languages, and the support letter to the potential employer. It will increase much more chances of finding a job and the employment in the specialty not only in Russia, but also around the world. It is especially actual in connection with Russia’s accession to the World Trade Organization and modernization of all network of higher education institutions.
