Global informatization of society continues to change fundamentally system of the higher education towards automation of all administrative processes, transition to the variable forms of education focused on use of information technologies, creations of the powerful technological platforms providing course of educational processes in plurality of modern hardware technical capabilities.
However in strategy of continuous information modernization of the higher education the main link – the teacher as the carrier of all necessary subject knowledge who has to be built in accurately a modern information education system, in general, and the higher education institution, in particular drops out so far.
And here we approach the burning issue of need of change of the concept of realization of educational technologies in higher education institution as which subjects teachers, and also changes of ideas of essence of the pedagogical work connected with transfer of knowledge with need of considerable enrichment of teaching activity by skills of work on creation of the information educational environment of higher education institution act.
Today accents are transferred not to the teacher in his traditional and conservative understanding as "carrier of knowledge". The information environment, and a source, much more powerful, than the teacher becomes a source of knowledge.
The teacher has to become an integral part of this Wednesday, use all its opportunities for the organization of effectively proceeding interaction with each student. He has to be able to see prospects of development of the information environment, quickly to adapt for new educational and information realities.
Subject and tool basis of relationship "teacher student" has to become the qualitative educational content transferred and tyyutorialno accompanied with the teacher. The content sated with author's vision of the content of material, optimum structured, technically and psychology and pedagogical prepared for transfer to the student, has to become a subject of professional works of the teacher.
The outlined strategy of the solution of the designated problem, undoubtedly, have the correct reference points towards continuous retraining of pedagogical shots of higher education institutions, increase of their ICT competence, hardware and technical providing educational audiences, creation of specialized divisions on development of digital educational resources, supports of information platforms, etc.
Embedding in conservative and the settled system of the higher education of divisions of formation of educational content, formation, respectively, a new class of specialists developers of the electronic educational resources (EER) is decades especially important.
These experts have to be most approached to the teacher that in system and continuous communication to solve the difficult and constantly growing inquiries of modern education.
However, it is necessary to remember that pedagogical information it is very specific and difficult. To become rather effective educational remedy, it has to be thought over in a structural and substantial context very carefully and comprehensively. Thus, it is necessary to be guided not so much by outer effects of visualization, how many by the multimedia row which is correctly built from positions of psychology and pedagogical strategy.
In this plan the understanding between the teacher and the specialist developer can differ considerably owing to specifics of professional approaches and vision of supply of material that affects quality of the represented "ottsifrovanny" material, decrease in its pedagogical efficiency.
The solution of this problem lies, on the one hand, in line with training of teachers in the field of applied acquaintance to modern information tools for EOR, and on the other hand, formations of the whole class of specialists developers of educational content for high school training.
Example of practical realization of such actual direction of modern education is the training of specialists in the field of electronic pedagogics which is carried out at institute of the right and arts education of Moscow State University of economy, statistics and the information scientist (MESI). The students who are trained on this profile gain knowledge in a scope in educational process of the e-learning technologies; creations of the digital training environments, study features of planning of traditional and network training courses, design, creation and use of the training programs, receive skills of use of opportunities of specialized software products for creation of qualitative educational content, development of EOR in specialized divisions of MESI does practical training.
