The role of engineers in the modern world becomes more and more significant. Thus the modern engineer in the activity has to solve the whole set of the interconnected technical, social and economic tasks. For this purpose modern engineers have to be able not only solve usual technical problems, but also to be capable to innovations, to understand business processes within engineering activity, to possess communicative and leadership skills, ability to adapt for changing conditions.
B the present developed such situation when the labor market and educational institutions often isn't able to agree on possibility of professional education and requirement of production. It is inconsistency it is rather brightly shown in discrepancy of volumes, structures and contents of educational process of training of engineers and the requirements, shown by employers in the field of hi-tech productions.
The "Machine-building Educational Cluster of KAMAZ-KGTU (KAI)" project (the joint educational project of JSC KAMAZ, the Kazan national research technical university of A.N. Tupoleva-Kai and the Naberezhnye Chelny Polytechnical College (NCPC) on training of technical specialists for JSC KAMAZ) is realized since September 1, 2008. It was developed and started at the initiative of JSC KAMAZ which the important problem of ensuring development of production of cars and autocomponents by formation of the advanced innovative productions faced. Such approach allowed to carry out break in increase of production efficiency and increase in profit. One of the main directions of realization of these strategic objectives of JSC KAMAZ declared the relation to the personnel as to a basis of the organization, its main value and a wellbeing source. Such approach a priori puts preparation of potential highly skilled technicians of the company in chapter of the solution of questions of this direction.
B result the purpose of the IOC project became professional target training for divisions and JSC KAMAZ organizations taking into account requirements of the enterprise to their competence, on the basis of consecutive the combined receiving initial vocational training, higher education, on the basis of problem-oriented training with use of modern methods and technologies of training.
In a basis of the project the idea of two-level education due to integration of levels of professional education is put is reached at simultaneous receiving during training in higher education institution of working qualifications and qualification of the bachelor of equipment and technology. Such approach also determined as one of options of a solution of the problem of a separation of education from production parallel training of students of the engineering directions by working professions. The similar organization of educational process allows future engineers to gain the necessary applied skills and to understand a profession of the engineer not only theoretically, but also practically, i.e. "from within". And if in the first years students received only one working specialty – the turner or the milling-machine operator, beginning with 2010года, recognizing that it is impossible to understand an essence of automobile production without knowing assembly production and the conveyor, young people began to receive one more profession of the machine assembler.
The innovative orientation of the IOC model was defined by integration educational (ensuring obtaining the competences necessary for practical activities) and economic (optimization of management by human resources) the logician. The idea of integration of education and production is realized by combination of training with work at the enterprise, realization of technologies focused training, participation of students and teachers in processes of improvements at the enterprise (research and development, an efficiency work and invention, projects of Economical production, youth, organizational, investment projects). [1]
Own system of professional development of teachers is developed for increase of level of teachers of educational institution in NChF KNITU-KAI according to problems of a cluster which contains modules "Introduction of Design Training in Engineering Education", "Development of a New Product", "Bases of Economical Production", "Effective Presentation", "Intensive Technologies of Training". Besides, teachers are involved in training in corporate open programs of training of joint stock company and the organization of their training at the enterprise, one of which conditions of passing is development of solutions of production problems of JSC KAMAZ as a result of training.
49 people became the first graduates of the IOC, from them 23 persons found a job on plants of JSC KAMAZ, 21 persons prolonged the student's contract with the enterprise in connection with training continuation in a magistracy. The qualitative characteristic to graduates of the IOC yield results of new system of performance appraisal "An assessment of force of collective", used on JSC KAMAZ instead of personnel certification. [1]
Thus, the first results of implementation of the IOC project, prove possibility of overcoming of standard, human, financial, organizational restrictions of two different systems – educational and production, and also allow to draw a conclusion on efficiency and innovation of an educational cluster as models of target preparation of engineering shots. Besides, possibility of replication of this model in other cases of cooperation of higher education institutions and the enterprises for training is obvious.
